Is it switched on for everyone?

How do crews record time?
From their phone's browser: punch in and punch out against the job. A day over sixteen hours is refused and has to be entered by hand, and the office approves every entry before it is costed.
What stops a job being handed over early?
Deficiencies. An open deficiency blocks handoff until someone clears it.
